In short
UAE small and mid-sized businesses with annual taxable turnover up to AED 150 million file a quarterly VAT 201 return through EmaraTax. For the quarter covering July–September 2026, the final day to file and to pay — Wednesday, 28 October 2026. The rule is the standard FTA one: 28 calendar days after the end of the tax period. The tax.gov.ae media centre flags that exact day as the «Final deadline for filing VAT returns».
Who falls under the 28 October deadline
The quarterly tax period applies to businesses with annual taxable turnover up to AED 150 million. Above that threshold, the FTA assigns a monthly cycle — those filers run their own calendar, but 28 October is also a line for them: the final day for September. Quarterly filers closed Q3 at the end of September; from 1 October the 28-day count started, with the last day falling on 28.10.2026 — a Wednesday.
If your business has not yet registered — first comes VAT registration and the reasoning behind voluntary registration: no TRN means no VAT 201 submission. Before 28 October check that EmaraTax access is alive, that passwords of the responsible officer have not expired, and that your accountant is in the office — not on leave until Thursday.
What to file and how
Form VAT 201, nine blocks: standard-rated 5% sales and 0% sales, exports, reverse charge, imports, taxable purchases, RCM adjustments, bad debts. The amount payable = output VAT minus input VAT. If input VAT exceeds output VAT, a refund accrues on the FTA ledger (or carries to the next period at the taxpayer’s election via an EmaraTax request).
Tax is paid through EmaraTax: GIBAN (bank transfer to the TRN-specific FTA IBAN), eDirham, Magnati, or bank card. Critical nuance: payment is recognised on the date it clears the FTA account, not on the date you initiate the transfer from your own bank. Push the money 2–3 working days ahead of the deadline — UAE interbank with foreign-bank legs occasionally takes more than a day.
Separately — the September amendments: Cabinet Decision 149 of 2026 (VAT executive regulation in new wording) is in force from 1 October 2026. For the quarterly return covering July–September, part of the period runs on the old rules, part on the new. Among the changes — tighter «know your supplier» (KYS) requirements for input VAT recovery and clarifications on employee medical and housing costs. If your accountant has not yet run the input VAT through the new filter, do it before submission.
What happens if you miss the deadline
FTA administrative penalties (Cabinet Decision 49 of 2021 regime with current amendments):
- Late submission of return. AED 1,000 for a first offence; AED 2,000 for a repeat within 24 months of the previous one.
- Late payment of tax. 2% of unpaid VAT applied on the day after the due date; additionally 4% per month from the first day of each subsequent month, starting with the month after the deadline. Capped at 300% of the underpayment.
- Incorrect return. From AED 500 for formal errors to a fixed percentage of the understated tax if the FTA discovers the error after submission.
If a penalty has already landed and it is a first offence, the voluntary-disclosure mechanism and penalty cancellation via the first return is laid out separately; the logic is the same — admit the error on time and file a correction rather than wait for an FTA notice.
If 28 October is a weak link
What saves nerves every quarter:
- Draft the return by 20–22 October rather than on the 28th — buys room for accountant clarifications and RCM corrections.
- Verify all suppliers without TRN run through reverse charge correctly — after Cabinet Decision 149 of 2026, KYS rules on input VAT recovery got tighter.
- Do not pay on the deadline day itself: tax is recognised on the clearing date, not on the transfer date. A bank delaying the credit to 29 October technically creates a late payment.
- Expecting a refund — make sure EmaraTax holds a valid IBAN for the refund account; FTA will not push money to a closed or outdated one.
Monthly filers face 28 October too — just for September. The period differs, the mechanics match: 28 calendar days, EmaraTax, same penalties.
