For vertiport investors, whose sites represent industry-benchmark CAPEX of roughly $10–50M or more per location, regulatory certainty at the radio layer lowers the risk of an idle asset waiting on frequency clearance.

The UAE has quietly moved the regulatory dial on flying taxis and delivery drones. On 19 July 2026, the Telecommunications and Digital Government Regulatory Authority (TDRA) publicly confirmed two updated spectrum frameworks that now govern how Advanced Air Mobility vehicles communicate with the ground, the sky and each other. For operators, investors and telcos, this is one of the last radio-layer pieces of the AAM puzzle to fall into place.

What TDRA approved

Two documents, both dated 1 June 2026, form the new baseline: Regulations for Aeronautical Radio Systems (version 4.0) and Regulations for Unmanned Aircraft Radio Systems (version 3.0). They replace earlier drafts and set the radio-frequency ground rules for every AAM vehicle the UAE plans to see in the air.

The perimeter is broad. It covers piloted and unmanned aircraft alike, ground-control stations, vertiports, air-traffic-control channels, Unmanned Traffic Management (UTM) systems and collision-avoidance tech. In short: everything that talks over the airwaves in the AAM stack.

Scope: Advanced Air Mobility

TDRA defines AAM as "the movement of passengers and cargo between urban, local and regional locations using new aircraft technologies." That single sentence pulls in a lot of hardware:

  • Air taxi services, including piloted eVTOLs
  • Last-mile delivery drones
  • Next-generation electric aerial vehicles
  • Autonomous and remotely piloted platforms

If it flies over UAE territory carrying people or parcels — and if it needs a radio link to do so — it now falls under this framework.

Frequencies and authorization types

The core allocation sits in the 5030–5091 MHz band. TDRA reserves it primarily for Command and Non-Payload Communication (CNPC) — the safety-critical link between operator and aircraft. CNPC traffic gets priority within that range. Payload traffic — video, telemetry, camera feeds — is pushed to other bands, including designated satellite frequencies for beyond-visual-line-of-sight work.

Operators fit into one of four authorization types:

What it means for business

For an AAM startup weighing where to base regional operations — Joby, Archer, EHang or a local challenger — the update removes one of the messier unknowns. Spectrum access is now spelled out. That matters when the choice is between burning CAPEX in Dubai or somewhere else in the Gulf.

Vertiport investors see the same benefit from a different angle. A vertiport is a $10–50M-plus asset (industry benchmark, not a specific deal). Regulatory certainty at the radio layer lowers the risk that the site sits idle while operators wait on frequency clearance.

Telcos pick up a fresh line of business. etisalat and du now have a defined role in AAM connectivity: CNPC channels, satellite-band coordination, ground-to-air links. AAM is quietly becoming a connectivity market, not just an aviation one.

For a drone operator already flying in the UAE, the practical to-do list looks like this:

  1. Identify which authorization type fits the operation — Class, UAS, Ground-to-Air or VSAT.
  2. File (or refile) with TDRA under v4.0 / v3.0.
  3. In parallel, secure aviation certification from the GCAA.
  4. Obtain the local approval from the emirate where the service will operate.

Compliance and legal teams should also pull existing spectrum licences off the shelf and check them against the new versions. Older approvals do not automatically map forward.

Important limit: spectrum is not a licence

Here is the caveat that tends to get lost in the headlines. TDRA regulates radio spectrum. It does not certify aircraft, pilots or commercial routes. A CNPC allocation on its own puts nothing in the sky.

Two more approvals sit between paperwork and passengers:

  • The General Civil Aviation Authority (GCAA), which handles aircraft certification and airworthiness
  • The relevant emirate authority — Dubai's RTA, Abu Dhabi's DoT and their peers — which grants operational permission on the ground

Skip either one and the spectrum licence is worth exactly nothing.

Context: UAE as an AAM hub

The UAE is among the earliest movers globally in codifying AAM at the regulator level, according to the Technology Innovation Institute, a government research body. That head-start is showing up in physical infrastructure too. Through a six-year exclusive with Skyports and Joby Aviation, Dubai's RTA completed the technical build of the country's first commercial vertiport at DXB in April 2026.

TDRA — the sole authority coordinating radio frequencies for the UAE at national, regional and international level, including with ICAO — describes the new rules as "an integrated regulatory environment that supports the safe and reliable deployment of advanced technologies." The stated ambition: reinforce the UAE's position as "a global hub for innovation and advanced technology."

The stack is building layer by layer. A federal decree on drone use came first. TDRA v4.0 and v3.0 are the spectrum layer that just landed. The next brick — expected but not yet dated — is more granular GCAA guidance on commercial operator certification. When that arrives, the UAE will hold one of the tightest end-to-end AAM regulatory frameworks anywhere in the world.
