The headline figure is 840. Samana Developers has announced its new premium brand Collecta and the first flagship project at The World Islands in Dubai with a gross development value above AED 4 billion. Contractual delivery is four years, internal target is 39 months, entry pricing is below AED 2 million and the premium segment sits around AED 3,000 per sqft.
For the developer this is more than another off-plan tower. Samana is simultaneously launching a premium brand (Samana Collecta), committing to build the island's own infrastructure and reviving developer interest in an archipelago that has long sat under the radar. Here is what is confirmed and what an investor should actually read from the announcement.
What has been launched
Samana Developers has announced SAMANA COLLECTA, a new premium brand. The flagship project under it is a branded residential development on The World Islands archipelago off Dubai. Gross development value is over AED 4 billion (around $1.09 billion). According to Zawya Projects, the announcement was made by Samana Developers CEO Imran Farooq.
Project composition:
- 840 branded residences — from studios to four-bedroom apartments.
- 7 floating villas and 2 tree villas — top-tier segments.
- Six island plots acquired by Samana — the development spans several pieces of the archipelago at once.
- Full island infrastructure built by the developer: power, water, sewerage, waste management and marine transport.
- Regular yacht shuttles to the mainland every 30 minutes — mainland embarkation points to be announced later.
Amenities are not a marketing wrapper but a functional year-round layer: multiple beaches, a lagoon, pools, a beach club, water-sports facilities, spas, gyms, co-working spaces and retail. The project includes a floating Italian restaurant developed with a Michelin-recognised culinary partner whose name was not disclosed at launch.
Prices and timing
Entry-level residences are declared below AED 2 million (around $544,000). The premium segment lands at approximately AED 3,000 per sqft. This positions Collecta between accessible premium and luxury — a portfolio clearly built for both investors and end-users.
Two numbers on timing:
- Contractual delivery — four years from the start of construction.
- Internal Samana target — about 39 months.
Financing follows the classic off-plan model: customer payments on a schedule. Samana promises that core amenities will go live from the first handover rather than at the end of the masterplan — so living and renting can start without waiting for the full build-out.
What this means for investors
Three threads worth separating.
First — the Golden Visa threshold. Entry units below AED 2 million may formally fall short of the AED 2 million residence-by-property threshold. For a Golden Visa through property, verify each unit against DLD and ICP before signing — the threshold is based on actual property value, not on the nominal range. Premium-segment units clearly clear it.
Second — yield and off-plan risk. A four-year contractual timeline means a long capital-freeze horizon and exposure to market cycle. On the other hand, the year-round positioning and the developer-built infrastructure reduce the "resort-only" risk that long undermined World Islands economics. The yield side of Dubai real estate only kicks in after handover — until then the play is capital appreciation.
Third — exit. Branded residences in the premium segment typically re-sell more easily on the secondary market, provided the brand lives and is serviced. For Samana Collecta the open question is whether Collecta survives as a true premium brand or stays a project-name tied to one development. The answer will become visible with the next launches.
Context: The World Islands as a signal
The World Islands is a man-made archipelago off the Dubai coast conceived in the early 2000s. Active private residential development here has been intermittent, so the Samana Collecta launch across six plots is one of the largest archipelago initiatives in recent years. Farooq noted that Samana could run two to three other island projects in parallel and has recruited specialists with experience at The Heart of Europe and in the Maldives. For the market this is a signal of a new cycle — not one object but a programme of archipelago development.
Two takeaways for a business audience. First, Dubai's premium real-estate market is not contracting to one developer with one brand: mid-tier players are moving into premium (as with Samana → Collecta). Second, archipelago projects are receiving a structured offer with their own infrastructure for the first time in a long while, rather than scattered private villas.
